More than 57,000 sq. m. of surface area were cleaned in just a month. Latina, Centro, and Hortaleza were the worst affected areas. Salamanca is the least affected district.

Madrid has cleaned more than 57,000 sqm of graffiti in a month. This data is from last June. It was the last time that the Madrid City Council published figures for its urban cleaning service.

Cibeles and the Environment and Mobility Area, headed by Borja Carabanante, have adopted the slogan, “It’s not vandalism, it’s art”, to highlight their policy of zero tolerance against graffiti, on both the facades of buildings and public areas in the city. This intention will manifest itself in the “Anti-Graffiti Police” that will launch throughout the month of October and be officially named the Urban Heritage Protection Section. The section’s initial strength will be 40 soldiers (12 in each shift, day, night and afternoon), plus the commanders. Inmaculada Sanz, vice mayor of the city of Madrid and responsible for Security and Emergencies Area announced last week that this Corps was “already created”. These agents would be focusing on fighting vandalism. The vice mayor who is also in charge of the Security and Emergencies Area said that this initiative will be coordinated with the Environment Area due to “the need to clean many more square metres than was done before.” moments.

Which districts in the capital are most affected? Analyzing the data lets us identify areas that have seen a higher number of cleaning operations. You can see the areas with most vandalized area. Hortaleza is the third most-painted city: 5,200 square metres, plus 456 municipal actions.

Carabanchel would come in second, followed by Fuencarral then Arganzuela. The first district, with 657 interventions, covered more than 4,800 m2. In Fuencarral there was 3,764 m2, but only 324. In Arganzuela 3,670m2 was impacted by more than 250 interventions. Around 3,000 square metres of property were also vandalized in Ciudad Lineal and Villaverde.

Six districts on the other side did not exceed 1000 m2. Salamanca was the district with the least graffiti damage in Madrid: 339 sqm and 90 interventions. Moratalaz was next. 350 m2 of graffiti had to be cleaned. Tetuan takes third place with 524 sqm and 164 performances.

Chamberi, too, is one of Madrid’s areas least affected by graffiti. It was 761 sq. meters in his case. A little smaller than Retiro’s area, which is close to 800m2. Vicalvaro, with its 826 m2, was also below the 1,000-m2-limit, and had a little over 100 actions.

In its fight against vandalism the City Council is also increasing the fines for graffiti. The fines were increased in 2020 but the adoption of a new cleaning ordinance has made it so that vandalism of any kind on the streets of Paris is punishable by a minimum of 2,000 Euros and can go as high as 3,000. Prior to this, graffitiing on street furniture, walls or doors carried a light fine of 600 euros.

Moreover, graffiti, irrespective of its sanction, is now associated with an author’s demand for compensation. The regional laws stipulate that if you’re a repeat offenders, your punishment will range from 600 euros to 6,000 euro. Madrid City Council punishes these repeated infractions by a minimum of 4,000-6,000 Euros.
