Svitlana dampier invested her entire life savings in the Rochdale house

After a storm, a mum who’s house was “destroyed” by builders has expressed her frustration after the temporary roof on her home was torn off.

Svitlana, a resident of Rochdale says that she hired Chiorean Rares who is the owner of LNS Properties to renovate Milnrow house for her and ex-partner after they purchased it in 2020. They invested their life savings in the home, but they were disappointed when Mr Rares abandoned it.

The claim is that the LNS Properties roof was inadequate and the ex-partner of Ms Dampier was forced to cover the home with plastic sheets to keep it dry. The claim is that the house was left in ruins after Storm Debi tore off the roof, taking with it the walls. The family is now left with the cost of repairs and any damage caused to neighbouring homes.

But Mr Rares claims that all the plans were carried out and the work on the property was stopped because the owner failed to sign a contract.

Taras Smeniuk, the son of Ms Dampier told The Manchester Evening News that “everything was left exposed”. The roof just blew away – the damage is evident in these pictures.

It is becoming worse and worse.

Photos show extensive damage to the home, which is being sold by Ms Dampier despite the fact that she knows it will not be profitable. She had moved just before the storm, but Semeniuk says she was left alone to handle the ‘ridiculously hard’ situation.

The roof now leans against the house next door, which will cause damage, and Ms Dampier may have to pay to repair it.

Everyone says it is a difficult case,” explained Mr Semeniuk. “It’s extraordinary. Nobody has an answer. “You’ll have to spend money to fix the roof, and the neighbor’s home could suffer structural or cosmetic damage.”

A structural engineer and an architectural technician have told the MEN that some of the works were ‘concerning” before the storm.

The structural engineer noted in his report: “We would ultimately question the stability of the entire new construction above the ceiling level. We suggest, ideally, that all of the recently constructed be brought down to the eaves/ceiling and rebuilt correctly and according to current Building Regulations.”

In April this year, Ms Dampier brought Mr Rares before the county court and was awarded a default payment of PS25,000.

Semeniuk started a GoFundMe account to support his mother in the repair costs. She was described as “a hardworking, humble woman who has gone through many things this year”.

He said, “This is an enormous stress.” We can’t do this without donations.

In a written statement, Mr Rares told the MEN that he had been’stunned’ and’shocked’ by these allegations, as well as the fact that the foundation and supporting structures of the building were ‘deficient.’ According to him, the work on the house was stopped because Ms Dampier’s ex-partner and she asked for all the work to be done while they were living there. He also said that he had not signed a contract that would cover ‘extra costs and labour’. The MEN reported that he said all the plans had been’respected,’ and specified materials were used.

He claimed that he had requested to meet with an engineer and architect’several’ times, but this claim was denied.

Since LNS Properties stopped working, he said that other builders have worked on the site.

He said that Mr Rares had agreed with his mother’s partner to allow them to live at the house while it was being renovated. They would only have been required by Mr Rares to leave if necessary. Since December 2022 Mr Rares has been contacted personally and through his company, offering opportunities for all damages to be rectified.

Mr Semeniuk stated that Mr Rares, after the work wasn’t delivered in time, was asked for a complete itemised list with all materials and labour costs, which he did not provide. Mr Semeniuk denies that anyone else has worked on the house since LNS Properties and Mr Rares left.
